The Swiss Federal Audit Office (SFAO) recently examined Fedpol's actions and resources in the fight against cybercrime. Its report highlights some positive points, while suggesting several improvements.
The SFAO stresses that the Forensic IT & CyberCrime (FITC) and Economic Crime divisions are appreciated by the cantons and the Federal Prosecutor's Office (MPC). However, shortcomings have been identified, notably concerning the creation of a “cyber-commissariat” within the Federal Judicial Police (PJF). This unit would be the equivalent of the public prosecutor's office for cybercrime. The report recommends that Fedpol analyze this proposal or explore other solutions to ensure the necessary resources for the MPC's cyber investigations.
Another recommendation concerns the creation of a forensic competence center for the federal administration. At present, the Confederation and cantons spend several million francs each year with a single service provider, which holds a virtual monopoly. Fedpol, for its part, has already launched an initiative in 2020 to optimize procurement processes.
The SFAO also highlights the “Ermsys” (Investigation System) project, which aims to improve digital data processing during investigations. This project, launched in 2019, must be prioritized to ensure a secure and efficient working environment. Fedpol confirms that deployment of the system is on track, with a contract awarded to supplier Atos.
In summary, while Fedpol is praised for its efforts on cybercrime, several recommendations have been made to strengthen the effectiveness and coordination of its actions.
