The Swiss Federal Council has adopted its Digital Switzerland Strategy for 2025, focusing on three main priorities: artificial intelligence (AI), information security and cybersecurity, and the promotion of open-source software. The strategy is designed to guide both public and private sector actors in Switzerland and accelerate the country’s digital transformation.
Regarding AI, the Federal Council aims to implement regulations that ensure the protection of fundamental rights, democracy, and the rule of law. The approach also seeks to foster Switzerland's innovation capacity and competitiveness, while providing legal security. Furthermore, the use of AI systems within the federal administration will be encouraged as part of the strategy.
To protect Switzerland and its population, the Federal Council plans to strengthen information security. The focus will be on raising awareness within the administration, implementing everyday protective measures, and ensuring operational capacity in case of emergencies or crises. These security measures will also extend to cantonal and municipal administrations. New structures in cybersecurity and information security will also be developed.
By emphasizing the publication and use of open-source software in the federal administration, the Federal Council aims to increase transparency, security, and innovation in IT systems. The goal is to enhance the digital sovereignty of the administration while also fostering collaboration with both national and international open-source communities.
Additionally, the authorities plan to hold advisory committee meetings for each of the three themes with representatives from the economy, science, politics, government, and civil society.
